Prohibits municipalities from adopting fire codes or ordinances that require one or two-family residences or utility/accessory buildings to install fire sprinklers as a condition of approved fire apparatus access roads or routes.

Allows fire code officials to increase or extend approved fire apparatus access roads or routes to comply with the sprinkler prohibition without using non-compliance as grounds to deny or suspend licenses or permits.

Defines "utility or miscellaneous accessory building or structure" to include agricultural buildings, aircraft hangars, barns, carports, fences over six feet high, grain silos, greenhouses, livestock shelters, private garages, retaining walls, sheds, stables, tanks, and towers.

Applies the same fire sprinkler restriction to counties, prohibiting boards of supervisors from adopting fire codes or ordinances that directly or indirectly require fire sprinklers for one or two-family residences or accessory structures based on fire apparatus access road requirements.

Does not affect fire sprinkler codes or ordinances for residences that were adopted before December 31, 2009.
