Amends voter registration qualifications in Arizona Revised Statutes Section 16-101 to allow individuals at least 16 years of age to register to vote.

Specifies that while 16- and 17-year-old registrants may register, they are only eligible to vote once they reach 18 years of age.

Maintains all other existing voter registration requirements including U.S. citizenship, 29-day state residency, ability to write name or make mark, no felony convictions, and no adjudication as incapacitated person.

Changes language from "the state" to "this state" and "will be eighteen" to "is at least sixteen" throughout the statute for consistency with the new age requirement.
