Amends the process for filling legislative vacancies when a political party has at least 30 elected precinct committeemen in the district and county where the vacancy occurred.

Requires precinct committeemen to nominate three qualified candidates within 21 days (or 5 days if legislature is in session), and the county board of supervisors must appoint one from the three nominees within 14 days.

If the board of supervisors fails to appoint within 14 days, the state party chairman calls a second meeting of precinct committeemen to elect the replacement directly.

For political parties with fewer than 30 precinct committeemen or independent candidates, the county board of supervisors appoints a citizens panel to recommend three qualified candidates within 7 business days, with the board selecting one within 5 business days.

Defines "appropriate political party" as the same party the vacating officeholder was affiliated with when elected or appointed, even if they changed parties after taking office.
