Amends Arizona Revised Statutes Section 15-341 to require school district governing boards to prescribe and enforce policies prohibiting pupils from harassing, intimidating, and bullying other pupils.

Expands anti-bullying protections to explicitly include harassment, intimidation, and bullying based on actual or perceived sexual orientation or gender identity.

Requires comprehensive anti-bullying policies to include procedures for confidential reporting, staff investigation requirements, victim support services, documentation protocols, disciplinary procedures, and consequences for false reports.

Mandates that school officials provide alleged victims written copies of available rights, protections, and support services at the beginning of each school year and upon report of an incident.

Applies anti-bullying provisions to conduct occurring on school grounds, school property, school buses, school-sponsored events, and through electronic technology on school networks.
