Amends Arizona Revised Statutes section 15-234 to establish the adult education fund to be administered by the department of education with continuously appropriated monies for purposes related to adult education.

Appropriates $4,600,000 from the state general fund in fiscal year 2014-2015 to the department of education for deposit into the newly established adult education fund.

Clarifies that appropriations for adult education may be used for department costs related to adult education activities, including operating the division of adult education and allocating funds to eligible adult education providers.

Makes technical corrections to statutory language by replacing "which" with "that" and "which shall include" with "that includes" for grammatical accuracy.

Exempts the appropriation from lapsing provisions under Arizona Revised Statutes section 35-190, allowing unexpended funds to remain available.
