Amends Arizona Revised Statutes Section 15-726 regarding textbook and instructional computer software purchases in small schools.

Changes the county school superintendent's role from having "advisory authority to assist" to simply "advise" the governing board in schools with four or fewer teachers on selection and ordering of textbooks and instructional computer software.

Maintains existing procedures for state welfare institutions and accommodation schools to purchase textbooks and instructional computer software using the same methods as common schools.

Requires welfare institutions to use their own institutional funds for textbook and software purchases, while accommodation schools' purchases are funded through county school reserve funds.
