Amends Arizona Revised Statutes section 11-445 to grant duly appointed or certified process servers specific privileges when attempting to serve or serving process.

Process servers are authorized to enter and remain lawfully on real property and to enter unannounced and remain lawfully in gated or guarded planned communities or condominium associations.

Clarifies that private process servers who are officers of the court may serve all process, writs, orders, pleadings or papers except those requiring the officer to sell, deliver, or take custody of persons or property.

Requires criminal background investigations for private process server applicants through fingerprint submission to the department of public safety, with applicants bearing the cost.

Makes minor technical corrections to existing sheriff and constable fee language, including changes to fee descriptions and writ fee language for justices of the peace.
