Amends Arizona Revised Statutes section 42-17401 to expand establishment of elderly assistance funds to counties with populations of 2 million or fewer persons (previously required in counties with populations exceeding 2 million).

Requires county treasurers to identify and transfer excess monies remaining in the elderly assistance fund after reducing primary school district taxes for qualified individuals to the county general fund.

Directs county boards of supervisors to use transferred excess monies for public outreach informing eligible seniors about the elderly assistance program and other available programs for qualified individuals.

Includes funding for assistance with applications to the elderly assistance program and other senior assistance programs.

Defines "qualified individual" as someone living in an organized school district and approved for the property valuation protection option under the Arizona Constitution.
