Adds definition of "autocycle" as a three-wheeled motorcycle with enclosed seating, roll cage, safety belts, antilock brakes, steering wheel and pedals.

Adds definition of "motorized quadricycle" as an electric motor vehicle with at least four wheels, seating for eight or more passengers, compliant with federal low-speed vehicle standards, and licensed as a limousine.

Exempts autocycles from requiring a class M motorcycle license, allowing operation with standard class A, B, C, D, or G driver licenses.

Establishes speed limits of 25 miles per hour for neighborhood electric vehicles and 15 miles per hour for motorized quadricycles, and restricts both from highways with speed limits exceeding 35 miles per hour.

Requires motorized quadricycles and neighborhood electric vehicles to display permanent notices of operational restrictions visible to the driver.
