Amends Arizona Revised Statutes sections 15-1626 and 41-1504 to address postsecondary education funding and tuition reduction for students in high-demand fields of study.

Requires the Arizona Board of Regents to reduce tuition and fees by a specified percentage (amount left blank in bill text) for students pursuing degrees in fields of study identified as high-demand by the Arizona Commerce Authority.

Mandates the Arizona Commerce Authority to develop and annually update a list of fields of study involving skills in high demand by employers and submit this list to the Arizona Board of Regents and community college districts.

Requires the Arizona Board of Regents to annually report to the governor, House speaker, and Senate president the number of students admitted and pursuing degrees in high-demand fields identified by the Commerce Authority, with a copy provided to the Secretary of State.

Prohibits university admission of students who require remedial courses or fail to obtain satisfactory scores on placement tests used by that university.
