Amends Arizona Revised Statutes section 22-102 regarding eligibility requirements for justices of the peace and constables in justice precincts.

Requires candidates for justice of the peace or constable to have been residents of the precinct for at least one year before establishing a campaign committee or making expenditures exceeding $500 for the office.

Defines "expenditure" by reference to section 16-901 and "resident" by reference to section 16-101 of Arizona law.

Applies to elections for these justice court officers who serve four-year terms in their respective precincts.
