Amends Arizona Revised Statutes section 15-2401 to add a new eligibility category for the Arizona Empowerment Scholarship Account program beginning in the 2016-2017 school year.

Expands program eligibility to include children who reside in zip code areas where the average household income is 185% or lower of the federal poverty threshold for a family of four with two children under age 18.

Maintains existing eligibility requirements for students with disabilities, students in low-performing schools, military families, foster youth, previous scholarship recipients, and kindergarten-eligible students.

The new income-based eligibility provision allows more low-income families to participate in the empowerment scholarship account program.
