Authorizes the Arizona State Library, Archives and Public Records to establish and operate a trusted electronic records repository to preserve and manage electronic and digitized state records, subject to legislative appropriation.

Modifies county recorder duties to require transmitting affidavits to the Department of Revenue and specifies that original affidavits are transmitted to the state library when no longer in active use.

Expands the definition of official archives to include electronic records and updates records management standards to ensure durable materials and compliance with preservation requirements.

Allows the state library to charge fees to museums, historical societies, cultural institutions, and other designated entities for records preservation services, exempting these services from state competition restrictions.

Appropriates $931,938 from the general fund for the electronic records repository and software, plus $472,000 and 5 FTE positions to the Secretary of State for implementation in fiscal year 2014-2015.
