Amends Arizona Revised Statutes Section 15-202 regarding state board of education meetings and procedures.

Requires a majority of all board members to validate any action taken by the state board of education.

Board members are immune from personal liability for acts performed in good faith within their authority during duly constituted meetings with approval of a majority of all board members.

Members are entitled to travel expenses and subsistence reimbursement as provided under title 38, chapter 4, article 2, paid from the board's appropriation in the general appropriation bill.
