Amends Arizona Revised Statutes Section 15-132 regarding certification of exchange teachers and professors.

Replaces the term "promulgated" with "adopted" when referring to state board of education rules for certification.

Clarifies that exchange teachers and professors from foreign countries and other states must have training and background equivalent to the local teacher or professor with whom the exchange is made.

Adds explicit reference to "professor" in the equivalency requirement for exchange certifications.
