Amends Arizona Revised Statutes Section 41-1202 regarding the appointment process for filling vacancies in the state legislature.

Requires candidates nominated to fill legislative vacancies to have residency in Arizona for three years and residency in the county for one year, in addition to other qualifications.

Mandates that nominees submit affidavits affirming they meet all qualifications to run for, be elected to, and hold the office on the date their names are submitted to the board of supervisors.

Applies residency and qualification requirements to both the precinct committeemen nomination process (when a party has 30+ elected committeemen in the district) and the citizens panel process (when a party has fewer than 30 committeemen or the vacancy is not party-represented).
