Restricts school district budget override elections to only even-numbered years, requiring them to be held on the first Tuesday following the first Monday in November.

Restricts school district bond elections for class B bonds and other obligations requiring secondary property tax assessment to only even-numbered years on the first Tuesday after the first Monday in November.

Allows school override and bond elections to be held in 2015 as an exception to the even-year requirement.

Requires school districts to submit proposed ballot language for class B bond elections and capital override elections to the Arizona legislative council director at least 85 days before the election for compliance review.

Maintains existing provisions for ballot content, informational reporting, publicity pamphlets, and public meetings related to school finance elections.
