Replaces terminology of "override" elections with "budget request" elections (operating budget requests and capital budget requests) throughout Arizona school district law.

Removes restriction requiring school district budget request and bond elections to be held only on the first Tuesday following the first Monday in November, allowing them to be held on any general or special election date permitted by law.

Updates reporting requirements so the Department of Education must report the amounts budgeted by individual school districts for budget request elections to the legislature and governor's office by November 30 annually.

Makes conforming changes to multiple statutes (sections 15-249.04, 15-302, 15-342, 15-448, 15-450 through 15-511, 15-903, 15-905.01, 15-947, 15-949, 15-996, 15-2011, 15-2104, and 16-204) to implement the terminology shift and election date flexibility.

Becomes effective December 31, 2014.
