Appropriates $40,000,000 from the state general fund in fiscal year 2014-2015 to the Arizona Department of Education for K-3 reading intervention and remedial strategies.

Directs distribution of funds to school districts and charter schools based on the number of third-grade students scoring at "approaching the standards" or "falls far below the standards" levels on the reading portion of the Arizona Instrument to Measure Standards (AIMS) test or its successor test.

Allocates funding proportionally according to each school district or charter school's number of struggling third-grade readers, ensuring resources target schools with greater need.
