Amends Arizona Revised Statutes section 28-3153 to require proof that an applicant's presence in the United States is authorized under federal law before issuing or renewing a driver license or nonoperating identification license.

Specifies that a federally issued employment authorization document constitutes acceptable proof of authorized presence in the United States.

Prohibits the department from accepting a driver license issued by another state as primary identification if that state does not require applicants to be lawfully present in the United States under federal law.

Directs the department director to adopt rules establishing procedures for verifying applicant status in the United States and issuing temporary driver permits pending completion of status verification.
