Requires procedures for parents to be notified in advance and given opportunity to withdraw children from instruction on sexuality in non-formal sex education courses.

Maintains existing parental rights to review learning materials, withdraw children from harmful activities, and object to materials on grounds of sex, morality, or religious beliefs.
