Establishes the natural resource protection and preservation fund under state forester administration, consisting of state monies for protecting and preserving natural resources in Arizona.

Fund monies are continuously appropriated and exempt from lapsing provisions, with an amount sufficient to maintain at least ____ million dollars appropriated annually from the general fund on July 1.

Authorizes fund spending on hazardous fuel reduction, forest thinning, defensible space creation, fuel reduction treatment, and other wildfire prevention and combat activities.

Restricts state forester use of fund monies to situations where no other appropriation exists, existing appropriations are insufficient, or federal monies require matching state or public funds.

Appropriates an unspecified amount from the state general fund in fiscal year 2014-2015 to establish and capitalize the new fund.
