Amends Arizona Revised Statutes Section 41-1822 to require peace officer training courses on constitutional rights of people, specifically addressing how profiling of motorcyclists violates those rights.

Defines "profiling of motorcyclists" as using the sole fact that a person rides a motorcycle or wears motorcycle-related paraphernalia as the basis for law enforcement action (arrest, search, or questioning) without other legal basis under state or federal law or constitutions.

Adds this constitutional rights training requirement to the minimum courses of training and minimum standards for training facilities that the board must prescribe for law enforcement officers.
