Establishes a hard deadline for regular legislative sessions to adjourn sine die no later than 100 calendar days after the session begins, except in cases of impeachment.

Sets a 30-calendar-day limit for special sessions convened by the governor or legislature, except in cases of impeachment.

Expands the scope of travel and subsistence reimbursement for legislators to cover legislative business both within and outside their districts, whether in session or between sessions.

Removes the distinction between subsistence rates for the first 120 days versus additional days of regular sessions, standardizing reimbursement provisions.

Requires the president of the senate and speaker of the house to convene interim standing committees on a monthly basis when the legislature is not in session to study legislative matters and develop potential legislation.
