Adds two new members to the probate advisory panel: one surviving spouse or family member of a deceased person whose case went through probate, and one spouse or family member of a person who was incapacitated and had a guardianship, both to be appointed by the governor.

Maintains the panel's existing membership of nine members appointed to staggered three-year terms, including public members, fiduciaries, attorneys, judicial officers, and court clerks.

Requires the panel to hold at least one public hearing annually to discuss improving guardianship and conservatorship laws through statutory changes.

Mandates the panel submit annual reports of findings and recommendations to the governor, legislative leaders, and the chief justice of the supreme court by November 15 each year.

Panel members receive no compensation or reimbursement of expenses and receive staff support from the legislature.
