Prohibits any person in Arizona from arresting, capturing, or detaining individuals under the "law of war," including under sections 1021 and 1022 of the National Defense Authorization Act for Fiscal Year 2012.

Prohibits executing any person in Arizona or Arizona resident within the United States without judicial sentencing after trial and conviction in a constitutional court.

Exempts military and militia members in actual service during wartime or public danger from these prohibitions.

Requires the Department of Public Safety director or county sheriffs to report to the governor and legislature any attempts by federal agencies to implement detention or disposition under the law of war within the state.

Provides that violations are subject to prosecution under Arizona criminal law and establishes legislative findings that such detention violates multiple constitutional rights including habeas corpus, due process, and trial rights.
