Allows governmental entities to require vendors to accept credit card payments for goods and services, provided the requirement is stated in procurement documents.

Requires vendors to pass through the incremental transaction costs incurred from credit card payments by adding those costs to the contract amount.

Mandates governmental entities disclose in their annual financial reports any rewards, discounts, incentives, or other financial benefits received from credit card payments.

Defines "credit card" as having the same meaning prescribed in section 35-101 of Arizona Revised Statutes.

Defines "governmental entity" to include state agencies, boards, commissions, departments, and local government entities including cities, towns, counties, school districts, community college districts, and special taxing districts.
