Requires consultants providing cities or towns with work related to calculating, assessing or collecting fees (including development fees under section 9-463.05) to identify and explain any differences in methodologies, analyses or recommendations if they provided similar services to other Arizona cities or towns within the previous 12 months.

Defines "consultant" as a person providing professional advice or services under contract without a traditional employer-employee relationship, excluding federal/state government entities, licensed attorneys, and certified public accountants.

Requires consultants to explain different approaches in the infrastructure improvements plan when variations exist from prior work performed for other municipalities.

Applies to consultant work including land use assumptions, infrastructure improvements plans and fee studies under section 9-463.05.
