Requires health care insurance navigators in Arizona to register with the Department of Insurance and meet specified requirements including high school diploma, federal training completion, and criminal background check.

Prohibits registration for individuals convicted of felony offenses or misdemeanor offenses involving fraud or dishonesty.

Authorizes the Department to deny or suspend registration for navigators charged with felonies, fraud-related misdemeanors, those providing false information to consumers, or those causing unauthorized release of consumer personal information.

Requires organizations employing navigators to report any unauthorized release of consumer personally identifiable information to the Department within 24 hours of discovery and to affected individuals, with annual reporting to the legislature.

Prohibits health care insurance navigators from selling, soliciting, or negotiating insurance while performing navigator activities through any health care exchange in the state.
