Allows the presiding judge of superior court to enter into agreements for juvenile court facilities to be used by providers of juvenile shelter or treatment services.

Permits courts to order supplemental services for dependent children from sources outside the department at no cost to the state if services are available and the provider agrees.

Authorizes courts to employ individuals to facilitate collaboration between parties and ensure delivery of court-ordered services, with access to case documents and information without prior approval.

Clarifies that reunification services are not required when court finds by clear and convincing evidence that aggravating circumstances exist, including parental criminal history involving sexual abuse or exploitation of children.
