Establishes a K-12 Education Master Plan Legislative Study Committee with 16 members including state legislators, education officials, and representatives from business, parent, teacher, administrator, and school board organizations.

Committee must develop recommendations addressing dropout prevention, early literacy, high school graduation rates, teacher compensation and retention, and improvements to the school funding formula.

Committee must create a draft K-12 education master plan for the state and hold at least four statewide public meetings in Phoenix, Tucson, Flagstaff, and Yuma.

Requires submission of a preliminary report by December 31, 2014, presented to legislative education committees by January 30, 2015, and a final report with the complete master plan by December 31, 2015, presented by January 30, 2016.

Committee automatically repeals on September 30, 2016; members receive no compensation but may be reimbursed for expenses.
