Adds a new exemption for programs offered by school districts or charter schools that provide academically specific educational instruction in math, reading, and science to children ages 3-6 years old.

Requires school district and charter school programs to limit attendance to no more than 2.25 hours per day and 3 days per week to qualify for the exemption.

Mandates that programs post notices stating they are not licensed child care facilities and requires either fingerprint checks or fingerprint clearance cards for all personnel under existing school personnel requirements.

Specifies that the instruction cannot be provided in place of care ordinarily provided by a parent or guardian.

Reorganizes existing exemptions by renumbering the day camp exemption from paragraph 9 to paragraph 10.
