Establishes regulatory framework for private property trespass towers (entities that commercially tow vehicles from private property without owner permission), effective July 1, 2015, with repeal scheduled for June 30, 2024.

Requires Department of Motor Vehicles to set maximum rates for towing, storage, and related services beginning July 1, 2015, subject to review every three years, unless a county or city already regulates these rates.

Mandates private property trespass towers maintain records for three years, notify law enforcement within twenty minutes of towing, post signage with contact information, maintain secured storage lots with six-foot fencing, and carry specified insurance coverage including business automobile liability, garage keepers liability, and workers' compensation.

Prohibits towers from towing vehicles without written property owner authorization, covertly monitoring properties without warning or signage, offering compensation to property owners, or providing unauthorized charges; establishes on-site release fee at 50% of normal towing fee if owner arrives before transport completion.

Creates enforcement authority for the Department to conduct investigations and hearings, impose civil penalties up to $5,000 for violations, and establishes that violators are guilty of a class 3 misdemeanor; allows vehicle owners to dispute charges through written hearing requests to the director.
