Defines "elevator contractor" as a sole proprietor, firm or corporation engaged in elevator work and licensed by the registrar of contractors, and creates new definition of "elevator mechanic" as an individual licensed by the registrar and working under immediate supervision of an elevator contractor.

Requires owners and operators of conveyances to ensure installation, servicing and repair are performed by licensed elevator contractors and elevator mechanics in accordance with all applicable standards and rules.

Directs the Industrial Commission to adopt standards and rules for elevator contractors and elevator mechanics relating to experience, education, testing, apprenticeship programs and continuing education in consultation with the registrar of contractors.

Exempts employees performing elevator work from general contractor licensing requirements only when working as employees of exempt property owners, but creates specific exception that this exemption does not apply to work done by elevator contractors or mechanics.

Establishes qualification requirements for elevator mechanics including a minimum of three years of industry work experience, completion of a written examination, or certificates of completion from a registered apprenticeship program.
