Amends Arizona Revised Statutes Section 28-307 regarding the state transportation board's duties in developing statewide transportation plans.

Requires the board to develop a statewide transportation plan by December 31, 2006 and review/update it every five years thereafter, with dollar estimates updated biennially.

Removes language requiring the transportation system to "direct" future development, replacing it with language stating the system should "facilitate" development instead.

Requires the board to reflect future transportation needs from local and regional land use plans and to consider local, regional, and tribal transportation plans to the greatest extent possible.
