Amends Arizona law to allow nonprofit corporation lessees of airport facilities to assume exclusive liability or indemnify cities, towns, counties, or the state for legal or financial obligations arising from airport operations.

The indemnification authority only applies to lease agreements entered into, renewed, or amended after the effective date of this amendment and does not affect pending litigation or existing parties' rights.

Clarifies that nonprofit lessees of the Grand Canyon national park airport are exempt from certain statutory requirements including procurement regulations, public notices and meetings requirements, and specific personnel/employment statutes.

Confirms that nonprofit airport lessees retain status as governmental agencies performing essential public functions and remain exempt from property taxation.
