Amends Arizona Revised Statutes section 44-1642 to add an exemption from scrap metal dealer transaction requirements when transactions occur between two scrap metal dealers.

Maintains existing requirements for scrap metal dealers to keep detailed records of transactions including seller identification, photographs, fingerprints, vehicle information, and transaction details.

Establishes that scrap metal sellers must be at least 16 years of age and prohibits sellers from conducting more than one cash transaction per day.

Requires payment for most scrap metal transactions to be made by mailed check or money order rather than on-site payment, with limited exceptions for preregistered industrial accounts and aluminum beverage container sales.
