Establishes distinctive license plates for veterans who are recipients of the Bronze Star Medal, Silver Star Medal, Distinguished Service Cross Medal, Navy Cross Medal, or Air Force Cross Medal, as well as their immediate family members.

Charges a $25 fee for original plates and $5 annual renewal fee for each medal type, in addition to standard registration fees.

Directs the Department of Motor Vehicles to deposit the $25 fees into the veterans' donations fund established under section 41-608.

Amends section 41-608 to add the five new medal recipient license plate sections (28-2476 through 28-2480) as funding sources for the veterans' donations fund.

Requires a two-thirds vote of both legislative houses for passage and takes effect immediately upon the governor's signature or three-fourths override of a veto.
