Introduces a new "operator's motor vehicle liability policy" that insures a named driver rather than a specific vehicle, allowing coverage whether or not the insured owns the vehicle being operated.

Establishes eligibility requirements for operator's policies: the person must own more vehicles than licensed drivers in their household, all vehicles must be lien-free, every household member with a driver license must have liability insurance, and the operator must provide an updated list of owned vehicles to the insurer.

Restricts operator's policy coverage to exclude liability when other people operate the insured's vehicles and requires vehicle owners holding operator's policies to prevent unlicensed or uninsured drivers from operating their vehicles.

Requires operator's policies to include specific disclosures stating the policy does not cover vicarious liability from other drivers, may not meet other states' financial responsibility requirements, and must be signed by the insured acknowledging understanding of these limitations.

Exempts lessors, dealers, manufacturers, distributors, motor carriers, and employers from these operator's policy requirements.
