Adds provisions allowing charter schools to lease school property, including buildings, grounds, buses and equipment, for any lawful purpose and to charge reasonable use fees, mirroring authority previously limited to school districts.

Provides immunity from civil liability for charter schools and their employees, governing bodies, and administrators for decisions and actions related to property leasing, except in cases of gross negligence or intentional misconduct.

Prohibits charter schools and school districts from denying use of or charging differentiated fees for school property based on a person's or organization's beliefs, expression of beliefs, or exercise of protected constitutional rights.

Makes corresponding amendments to section 15-1105 to clarify that school districts cannot discriminate in property lease decisions based on protected beliefs or expression, and establishes immunity provisions for school district officials in leasing decisions.
