Establishes allocation requirement for the medical marijuana fund to annually allocate up to 20% of remaining monies at fiscal year end to the biomedical research commission for marijuana research.

Requires marijuana research to be approved by an institutional review board in Arizona and conducted in a university setting.

Specifies research focus on safety, efficacy and adverse events associated with marijuana.

Renumbers existing fund provisions and clarifies that monies in the medical marijuana fund do not revert to the state general fund at fiscal year end.

Requires passage by three-fourths affirmative vote of each house of the legislature per Arizona Constitution article IV, part 1, section 1.
