Amends Arizona law to establish that fathers of children born out of wedlock have the same custody rights as mothers if paternity is acknowledged pursuant to section 25-812 or the father's name appears on the birth certificate.

Creates a presumption that acknowledged or named fathers have equal custody rights without requiring a separate court determination of custody.

Modifies the custodial interference statute (13-1302) to clarify that acknowledged or named fathers have the same legal standing as mothers regarding child custody and access.

Adds new section 25-403.10 establishing that fathers who acknowledge paternity or are named on the birth certificate are presumed to have equal custody rights to the child's mother.

Provides school officials with a defense against custodial interference charges when transferring physical control of a child based on law enforcement, child protective services guidance, court orders, or to designated emergency contacts or parents.
