Amends Arizona Revised Statutes Section 15-456 regarding jurisdiction of county boards of supervisors and county school superintendents over joint common school districts.

Changes language from "which" to "that" when referring to school buildings located on territory within a proposed joint common school district.

Replaces specific statute references (15-429, 15-453 through 15-455, 15-457, 15-491, 15-975, and 15-997) with general language stating the county superintendent performs duties "as otherwise provided for the joint common school districts."

Maintains that the county where the greater portion of qualified electors reside has jurisdiction, unless all existing school buildings are located in one county.

Preserves the authority of county school superintendents to perform required duties and boards of supervisors to levy school district taxes on property in portions of the joint common school district located in other counties.
