Establishes new section 15-116 requiring school district and charter school fees to include economic hardship waivers and prohibiting nonpayment of fees from preventing student enrollment or remaining enrolled in public school.

Amends school finance definitions to add "elementary grades" (kindergarten through grade 8) and "secondary grades" (grades 9-12) as separate defined terms.

Modifies charter school financing to allow use of student level data for determining estimated student counts and extends K-3 reading support level weight eligibility to first-year charter schools sponsored by state board, charter board, universities, or community colleges.

Changes average daily membership calculation and reporting timelines, requiring final state aid calculations and budget limit adjustments by November 1 each year instead of previous April 15 deadline.

Amends transportation provisions to clarify that miles driven to transport eligible students cannot be reported as daily route miles by more than one school district and allows supplemental state aid for property tax losses due to natural disasters.
