Modifies the boundaries of Pima and Santa Cruz counties by adjusting specific meridian lines, range lines, and distance measurements in their legal descriptions.

Requires a voter approval election where qualified electors of Santa Cruz county and residents in the proposed area must approve the boundary modification by majority vote at the next general election.

Mandates that a description of the proposed boundary change be included in the publicity pamphlet mailed to all registered voters in Santa Cruz county and in the area proposed to join it.

Makes the act conditional and effective only upon approval by majorities in both Santa Cruz county and the proposed area; requires the Santa Cruz County Board of Supervisors to notify the Arizona legislative council by April 1, 2015 whether the voter approval condition was met.
