Amends Arizona law to provide immunity from prosecution for persons under 21 years of age who have spirituous liquor in their body if they request emergency medical or law enforcement assistance for themselves or others.

Immunity applies when a law enforcement officer has contact with the person because they request assistance, act in concert with someone requesting assistance, or appear to need assistance due to alcohol consumption.

Requires the person to provide their name, relevant information, remain with the person needing assistance, and cooperate with emergency and law enforcement personnel if physically capable.

Conditions immunity on the person successfully completing a court-approved educational program on alcohol dangers and alcoholism, paying program costs, providing proof of completion, and waiving the statute of limitations for prosecution.

Mandates law enforcement officers notify parents or guardians if the person seeking immunity is under 18 years of age, and clarifies that immunity only applies to underage drinking violations, not other criminal offenses.
