Amends Arizona Revised Statutes to add Chapter 7 governing state delegates to an Article V constitutional convention.

Requires the legislature to appoint delegates and alternates (who must be state residents) to represent Arizona at a called Article V convention and allows recall or replacement of delegates by joint resolution.

Prescribes that delegates must take an oath swearing they will not vote to allow consideration of or approve any "unauthorized amendment" (amendments outside the scope of the legislative instructions or the convention's subject matter).

Establishes that a delegate who violates the oath by voting for an unauthorized amendment is guilty of a class 6 felony and shall be immediately recalled and replaced by an alternate.

Requires the legislature or its authorized committee to certify delegate selections, replacements, and nullification of any unauthorized votes cast by delegates to the convention.
