Repeals sections 32-113, 32-122.05, 32-122.06, and 32-122.07 of Arizona Revised Statutes, eliminating the prior alarm contractor certification scheme under the State Board of Technical Registration.

Transfers alarm business regulation from the Board of Technical Registration to the Registrar of Contractors by allowing alarm businesses to qualify as licensed contractors under chapter 10 of Arizona Revised Statutes.

Requires alarm businesses engaged in installing or modifying alarm systems to file a sworn affidavit confirming they conduct criminal background checks for employees as part of contractor license application.

Exempts alarm agents from contractor licensing requirements if they work for exempt alarm businesses or perform work on their own property or employer's property.

Preempts cities, towns, and counties from regulating licensed contractors who are alarm businesses and prohibits requiring disclosure of alarm subscriber information without a court order.
