Amends Arizona Revised Statutes Section 12-822 regarding service of summons in actions against public entities or public employees for acts occurring within the scope of employment.

Requires service of summons to be made pursuant to Arizona rules of civil procedure.

Allows the attorney general to demand change of venue to Maricopa County in actions against the state by written demand at or before answering, served on the opposing party and filed with the court.
