Adds a definition of "bullying" to Arizona law as any written, verbal, or physical act intended to harm or reasonably likely to harm pupils by interfering with education, causing emotional distress, harming physical or mental health, or disrupting school operations.

Requires charter schools to adopt comprehensive bullying prevention policies including reporting procedures, investigation processes, employee training, and consequences for false reports.

Requires school districts to adopt comparable bullying policies with provisions for confidential reporting, documentation, parent notification, disciplinary action, and annual training for administrators, employees, pupils, and parents.

Allows bullying policies to address off-campus conduct if reported to school officials and if the conduct creates a hostile school environment, infringes on student rights, or materially disrupts school operations.

Establishes the "Arizona Safe Schools Act of 2014" to ensure all students have the right to participate in education free from bullying, intimidation, and harassment in a safe and civil environment.
